I finally managed to setup my command center on the planet. I then trained my skills to upgrade, but even at like level 4, I could not upgrade the command center! I give up. lol Gonna try exploration.

I gave up on it. I got Command Center Upgrades to 3, but still could not upgrade my center. I became very frustrated and decommissioned the colony. lol
